Budget Brawl Could Impact GPS

The GPS community made real progress during 2018. The first GPS III satellite was launched, the contractor for the GPS IIIF satellites was chosen and work on the new ground system appeared to be on a good track. In addition, after years of waiting, two of three requested Galileo signals were approved for official use in the United States and Congress ordered the building of a backup system for GPS timing.

Additional export controls are being considered for position, navigation, and timing (PNT) advances as well 13 other wide-ranging categories of technology. Among these categories are emerging disciplines like machine learning, robotics, object recognition and artificial intelligence that often incorporate PNT to support new applications in self-driving vehicles, drones, remote sensing and urban mobility.

Ligado-Related Lawsuit Recommences Jan. 2

Though 2019 is brand new there are a host of GPS-related issues carrying over from 2018. This is one in a series of stories on satellite navigation issues on the table as the new year gets underway.

Virginia-based Ligado Networks and its predecessor firm LightSquared have been pushing since 2011 to change the rules governing how its spectrum can be used — a move essential to building a ground-based communications network that navigation experts insist will interfere with GPS receivers.

FCC Poised to Approve Broad Use of Galileo in U.S.

UPDATED: The Federal Communications Commission (FCC) on Nov. 15 unanimously approved waivers allowing the use of the Galileo E1 and E5 signals for non-federal purposes in the U.S. and denied the E6 signal waiver request. Approving the E6 waiver “could constrain our future spectrum management for non-Federal operations in the U.S.” the FCC wrote in the draft order document released ahead of the meeting.

Alliance of Automobile Manufacturers Opposes Ligado Frequency Plan

A proposed frequency change that could create interference with GPS receivers has picked up a new and powerful group of opponents. The Alliance of Automobile Manufacturers, which represents the country’s largest automobile makers and 70 percent of all the car and light truck sales in the U.S., filed a letter opposing a request by Ligado Networks (formerly LightSquared) to allow satellite-only frequencies near the satellite navigation band to also be used for terrestrial broadband services.

Europe To Mandate Smart Phones Use Galileo Signals

The European Commission (EC) is on track to mandate that smart phones in the European Union (EU) be capable of using signals from the Galileo satellite navigation system as well as other systems including GPS.

The move is part of a broad space strategy launched in October 2016 to strengthen the EU’s space program and maximize its benefits.
