Comments submitted to the Office of the U.S. Trade Representative (USTR) suggest that the Galileo program is finally nearing a decision on commercial use of specifications for its Open Service (OS), but U.S. officials remain concerned that this nation’s equipment manufacturers not be placed at a competitive disadvantage. Meanwhile, Galileo simulators appear to finally be reaching receiver manufacturers, despite the absence of official approval.

New Leaders to Gather for First Obama-Era PNT ExCom Meeting

A June 18 meeting of the National Space-Based Positioning, Navigation, and Timing (PNT) Executive Committee (ExCom) will bring together leaders of the Obama administration in the key interagency setting for GPS issues.

Established under a 2004 National Presidential Security Directive, the ExCom advises and coordinates federal departments and agencies on matters concerning the Global Positioning System and related systems. The deputy secretaries of defense and transportation and co-chair the committee, which includes equivalent-level members from seven other federal agencies.

Lockheed Martin Wins GPS IIIA Contract

Lockheed Martin Wins GPS IIIA Contract

A team led by Lockheed Martin Space Systems Company has won U. S. Air Force approval to build the GPS Block IIIA satellites under a contract valued at up to $3.568 billion.

The long-delayed decision was announced May 15. The acquisition covers the first of three sets of Block III satellites currently scheduled to begin launching in 2014.

GSA Releases Second Galileo SIS ICD

The European GNSS Supervisory Authority (GSA) has released a new version of the provisional Galileo Open Service Signal-In-Space Interface Control Document (SIS ICD).

The new SIS ICD will enable developers to create products and applications that employ the Galileo system and signals. The new document is open for public consultation.

First Civil Funds for GPS Program

FY09 GPS Budget Request; FAA Line Item

The GPS program has passed a milestone of sorts with the first allocation of funds from civil agencies to pay for a portion of the core GPS budget.

The Fiscal Year 2008 (FY08) budget for the U.S. Department of Transportation (DoT) sets aside $7.2 million as the first installment on the civil share of GPS modernization efforts, including the L1C signal that will be transmitted on the GPS Block III satellites and costs of monitoring the civil GPS signals in the modernized ground control segment (OCX). For the FY09 budget, the Bush administration has requested a $20.7 million allocation. The total five-year civil contribution (FY09-13) is expected to be more than $200 million.
