Vladimir Mitrikas is the head of the Orbit Determination and Time Synchronization Department of the PNT Center, Central Institute of Machine Building.
A graduate from the Moscow Aviation Institute since 1987 he has been engaged in measurement processing: laser ranging measurements in the 1990s and GNSS measurements since 2004.

Sergey Karutin is a head of the PNT center at Central Institute of Machine Building, a leading Roscosmos institute.
He has worked on the GLONASS team since 1998, starting as a software engineer in the user equipment department at JSC “Russian Space Systems.”
He worked as project manager of the GLONASS System of Differential Corrections and Monitoring (SDCM) from 2008 until 2013.

Sergey Seredin is the deputy director of the Central Research Institute for Machine Building (Roscosmos).
Since 2014 he has been supervising the Information and Analysis Center for Positioning, Navigation and Timing residing in the institute.
He graduated from Bauman Moscow Technical University as a mechanical engineer in 1983.

Andrey Tyulin, Ph.D, has been the head of the Russian Space Systems Company since 2014.
He obtained a degree from the Maj.-Gen. Lizyukov Higher Military Command School, a degree from the Kalinin Military Artillery Academy, a degree from the Higher Academic Courses of the Russian Federation Armed Forces General Staff Academy, and an M.S. in law from the Moscow State Social University.

Nikolay Testoyedov is the Head of the Reshetnev Information Satellite Systems Company (ISS-Reshetnev JSC).
He graduated from Leningrad Mechanical Institute as a mechanical engineer.
Since 1974 has served in a wide variety of positions from an engineer to serving as the head in the Scientific and Production Association of Applied Mechanics (abbreviated NPO PM), later renamed the ISS-Reshetnev Company.

Andrey Volkov is the head of the GLONASS Federal Program Department in Roscosmos.
He obtained a degree in radio engineering from the Stavropol Higher Military Communication School and has served in a variety of positions within the Space Forces’ GLONASS System Control Center.
Since 2005 he is been in various positions in Roscosmos.

Victor Ashurkov graduated from the Mozhayskiy Military Engineering Academy where he specialized on mechanical engineering.
He has served in a variety of positions within the Russian Space Forces.
Since 1998 he has been working for the Federal Space Agency (Roscosmos) as the deputy head of the Automated Space Vehicles and Systems Department and supervising the GLONASS program since 2006.

Thomas H. Lee received the S.B., S.M. and Sc.D. degrees in electrical engineering, all from the Massachusetts Institute of Technology.
Since 1994, he has been at Stanford University. He served for a decade as an IEEE Distinguished Lecturer of the Solid-State Circuits Society, and has been a DL of the IEEE Microwave Society as well.
He holds over 65 U.S. patents and authored The Design of CMOS Radio-Frequency Integrated Circuits, and Planar Microwave Engineering.

He received his Ph.D. degree in electrical engineering from National Cheng Kung University, Taiwan in 2011.

Wolfgang Bär has been head of mobile solutions department at IFEN GmbH since 2014. He joined IFEN in 2006 as a system engineer.
Previously he was a research associate at the Institute for Geoinformatics and Remote Sensing of the University of Osnabrueck where he received his Ph.D.

Pau Closas is an assistant professor at the Department of Electrical and Computer Engineering, Northeastern University, Boston, MA.
Closas received his MS and PhD in electrical engineering from the Universitat Politècnica de Catalunya (UPC) in 2003 and 2009, respectively. He also holds a MS degree in advanced mathematics and mathematical engineering from UPC since 2014.
