COSPAR was established by the International Council of Scientific Unions in 1960 as a neutral forum for space scientists during the Cold War. Now its primary focus is the scientific assembly and other events for scientists to present new research, exchange ideas, and discuss space research problems. It also advises various international decision-making bodies on space research issues.
