Olivier Chassagne has been an official of the European Commission since 2002.

Genene Fisher

Dr. Genene Fisher is senior policy advisor with NOAA’s National Weather Service.

With a doctorate in atmospheric and space sciences from the University of Michigan, Dr. Fisher served as a policy Fellow for the American Meterological Society’s Atmospheric Policy Program for more than ten years.

In 2010, she helped organize an AMS workshop on the subject, editing a report on the discussions that was published in March 2011, Satellite Navigation and Space Weather: Understanding the Vulnerability and Building Resiliance.

Alexander Povalyaev

Alexander Povalyaev is the deputy head of the division in the JSC “Russian Space Systems” and is a professor at the Moscow Aviation Institute.

He has developed methods and algorithms for GNSS carrier phase measurements processing for more than 30 years and has published more than 50 papers as well as a monograph in satellite navigation.

In recent years, Povalyaev has actively worked on developing new code division GLONASS signals.

Vladimir Kharisov

Vladimir Kharisov is the science director of JSC “VNIIR Progress” and a professor of the Zhukovsky Air Force Engineering Academy.

He has developed signal theory for more than 30 years and has published more than 150 papers and several monographs in signal theory and satellite navigation.

More recently, Kharisov has actively worked on developing new code division GLONASS signals.

Gianluca Falco

Gianluca Falco, PH.D., received a B.S. in telematics engineering and an M.S. in communication engineering.

Since 2008 he has been a communication engineer with the NavSAS group of Istituto Superiore Mario Boella where he developed a loosely-coupled and tightly-coupled approach for a GPS/INS integration.

Mattia De Agostino is a post-doctoral research assistant at the Politecnico di Torino (Italy) from which he received a Ph.D. degree in geomatics engineering.

His major research interests are in low-cost INS and GNSS systems for mobile mapping and navigation purposes and in the network GNSS positioning.

Paolo Dabove

Paolo Dabove is a post-doctoral research assistant at the Politecnico di Torino (Italy). 

Dabove holds a Ph.D. degree in geomatics engineering from the same university, and completed his M.Sc. degree in civil and environmental engineering at the University of Genoa.

His major research interests are in quality control of GNSS positioning, kinematic positioning with low-cost GNSS instruments, and network GNSS positioning.

Mathieu Dervin

Mathieu Dervin has been with the research department of Thales Alenia Space in Toulouse, France, since 2006.

He is carrying out technical studies to prepare the future space telecommunication systems.

Dervin’s research interests cover advanced digital communication techniques applied to the satellite transmissions, and include waveform and receiver architecture design.

He received an engineering degree and a Ph.D. degree in communications, both from Télécom ParisTech.

Roel van Bree graduated in astronomy from Leiden University in the Netherlands in 1997.

He worked for 10 years at TNO Defense and Security on synthetic aperture radar (SAR).

Currently, van Bree is working as a research associate at Delft University of Technology (DUT) on PPP and navigation with GPS and Galileo.

Guoquan Wang

Dr. Guoquan Wang is currently an assistant professor at the National Center for Airborne Laser Mapping and the Department of Earth and Atmospheric Sciences at the University of Houston.

Wang earned his Ph.D in solid earth geophysics from the Institute of Geology, China Earthquake Administration.
