According to the National Space-Based Positioning, Navigation, and timing (PNT) Coordination Office (NCO), the Consolidated and Further Continuing Appropriations Act, 2013 (P.L. 113-6) Act provides a total of $1.2322 billion in U.S. Air Force funding for GPS procurement and development, minus a 0.1 percent rescission and a further reduction based on the President’s sequestration order to cut 7.8 percent from all non-exempt defense discretionary accounts. Final, adjusted amounts are not yet available for specific GPS-related line items.
P.L. 113-6 cut $10 million from the president’s original budget request and $21.5 million from the Next Generation Operational Control System (OCX). Obama signed the bill on March 26.
The Senate report explaining the final version of the bill justifies the GPS IIF cut as follows: “GPS space and control technical support excess to need.” It also provides a detailed breakout of the OCX cut, reducing "Phase B" to fund Launch Control System acceleration and cutting federally funded research and development center (FFRDC) and integrator support. The GPS enterprise integration is a sub-element of the OCX line item. The original House report included similar explanations for GPS IIF and OCX.
