Andrey Tyulin, Ph.D, has been the head of the Russian Space Systems Company since 2014.
He obtained a degree from the Maj.-Gen. Lizyukov Higher Military Command School, a degree from the Kalinin Military Artillery Academy, a degree from the Higher Academic Courses of the Russian Federation Armed Forces General Staff Academy, and an M.S. in law from the Moscow State Social University.

Since 1978 he has served in a wide variety of leadership positions within the Armed Forces. In 2009 he retired from the Russian Armed Forces as a lieutenant-general.
Since 2009 he has occupied a variety of civil leadership positions in large aviation- and radio-electronic technologies–related companies. He is a professor at the Russian Academy of Military Sciences and a Russian Federation Government Prize Winner for Science and Technology.
