James J. Miller
James J. Miller is the deputy director of the Policy & Strategic Communications Division with the Space Communications and Navigation Program (SCaN) at the National Aeronautics and Space Administration (NASA) Headquarters in Washington, D.C.
Miller is responsible for advising NASA leadership on U.S. and international positioning, navigation, and timing (PNT) policy and technology issues. He is also the executive director of the National Space-Based PNT Advisory Board.
Previously he was deputy director of the Office of Navigation and Spectrum Policy, Office of the Secretary, at the U.S. Department of Transportation.
Miller is a commercial pilot with degrees in aviation flight, aviation management, a Master of Public Administration degree from Southern Illinois University, and Master of International Policy and Practice from George Washington University.
